It incentivizes not working, ask any recipient 'off the record'. The easy fix is a set number of months of eligibility for all citizens, like unemployment. It should be a safety net, not a hammock.
unfortunately complex situation - asking or suggesting simple solutions only deepens the divide - people retreating to comfort level is not moving forward - people take alot of abuse from higherups so long as there is a class of people to look down apon - fortunately this class of supperior people
I am for doing good to the poor, but...I think the best way of doing good to the poor, is not making them easy in poverty, but leading or driving them out of it. I observed...that the more public provisions were made for the poor, the less they provided for themselves, and of course became poorer. And, on the contrary, the less was done for them, the more they did for themselves, and became richer.
